Starting from the 1910 revolution, Mexico's agrarian reforms have undergone through a process of transformation for 80 years. These reforms have contributed to the elimination of Caudillos and the formation of both five decades of political stability and an economic 'miracle' . Mexico's agricultural development path is characterized as a mixed model of large farms and small peasantry. Incomplete land reforms caused many negative effects upon different levels in the agricultural sector. The dual land ownership system, huge surplus rural labors and inappropriate use of capital and technology have all resulted in rural unemployment and poverty as well as limited political participation by the peasants. To gain land and other economic interests, peasants resorted to all ways and means, thus inciting evident political instability from time to time. Mexico's peasantry issue can hardly be resolved in the existing development model. This issue shows clearly that a developing nation needs to carry out reforms in both the structure of political power and land ownership system.
