摘　　要：制度是实现依法治国总目标的有力支撑,依法治国的理念对制度现代化起着理论引导的重要作用。习近平中国特色社会主义法治思想落实于实践与社会生活中的最直接表现就是构建完善的制度群。制度建构既是历史发展的结果,也是思想发挥功能和发展的结果。习近平中国特色社会主义法治思想制度建构的主要内容包括构建宪法至上的社会主义法律体系,构建依法行政的法治政府制度体系,构建法治观念养成的法治社会制度体系,构建维护司法公信力、保障公正的司法制度体系。构建形成一套具有中国特色的法治思想之制度体系,既是法治思想实践环节的重要体现,又是引领和指导法治思想完善和发展的重要环节,更加突显习近平中国特色法治思想的制度导向作用。The system is a powerful support for realizing the general goal of ruling the country by law, and the idea of ruling the country by law plays an important role in guiding the modernization of the system. The most direct manifestation of Xi Jinping ’s thought of socialist rule of law with Chinese characteristics in practice and social life is to build a perfect system group. Institutional construction is not only the result of historical development, but also the result of ideological function and development. The main contents of Xi Jinping’s construction of the socialist legal system with Chinese characteristics include the construction of the socialist legal system with constitutional supremacy, the construction of the government system governed by law, the construction of the social system governed by law formed by the concept of rule of law, and the construction of the judicial system to maintain judicial credibility and guarantee justice. Constructing and forming a system of rule of law ideology with Chinese characteristics is not only an important reflection of the practice of rule of law ideology, but also an important link to guide the perfection and development of rule of law ideology. It provides a system-oriented role for Xi Jinping’s theory of rule of law with Chinese characteristics.
