基于IAD模型的空心村治理农户参与意愿分析

摘　　要：基于IAD分析框架,系统考察宅基地确权与相关管理政策、空心村治理配套政策、整治目的与整治模式等对农户参与意愿的影响。结果表明:农户参与意愿强度为78.92%,对资金补偿政策的利益诉求,以及立足于实现土地节约利用,保障粮食安全,提高农户收入水平和促进乡风文明的治理目的,能显著提升农户参与意愿;拆旧复耕(还林)、拆旧建新的整治模式最为农户所接受。职业、经济水平、超面积有偿使用制度等因素存在显著正向影响,年龄、耕地资源禀赋、宅基地空心化率、交通基础状况等存在负向影响。应尊重农户意愿选择与利益诉求,鼓励参与意愿强烈和有条件地区率先开展空心村治理,提升农村基本公共服务水平,积极探索宅基地有偿使用与自愿有偿退出机制。Based on IAD framework,this article systematically discusses how homestead right and related management policy,policy of hollow village governance,governance purposes and modes affect households’participation willingness.The result shows that 78.92%of the respondents are willing to participate.Moreover,households’participation willingness is significantly positive correlation with governance purpose which aims to promote the intensive land use,food security,livelihood level and rural social civilization,the mode of land reclamation and building renovation.Besides,fund indemnity policy similarly arouses their enthusiasm.Occupation of participator,village economic development and the fairly institutional environment carried by the reimbursable-use system have notably improved households’participation willingness,while participator’s age,cultivated land resources,hollow rate of homestead,transportation condition have negative impact on participation willingness.This paper further draws some suggestions which are respecting the farmers’choice and benefit appeal,encouraging some villages with higher participation willingness and better basis to govern the hollow village,improving the level of basic rural public services and exploring the mechanisms of homestead use and withdrawal.
