农村土地承包经营权抵押贷款模式及创新分析——基于湖南省岳阳县的调查

摘　　要：农村土地承包经营权抵押贷款是解决农民融资贷款缺乏有效抵押物、农民获取贷款难等问题的有效途径。文章选取湖南省农村土地承包经营权抵押贷款首批试点县之一的岳阳县为调查对象,对农村土地承包经营权抵押贷款的直接抵押型、担保抵押型和入股抵押型模式进行分析,构建了一个以政府为主导、以农户利益为中心、金融机构承贷、担保公司与评估机构配套服务、保险与政府共担风险的农村土地承包经营权抵押贷款"六位一体"模式,并提出为了完善农村土地承包经营权抵押贷款运行模式,应完善法律法规、规范确权颁证、健全评估机制、完善流转平台、建立商业保障、建立农业生产文化教育平台等对策建议。Mortgage loan of rural land contractual management right is an effective way to solve the problems of lack of effective collateral for farmers’ financing loan and difficulty for farmers to obtain loans. This paper chose Yueyang County, one of the first pilot counties of rural land contractual management right mortgage loan in Hunan Province, as the object of investigation, to analyze the direct mortgage, guarantee mortgage and equity mortgage modes of rural land contractual management right mortgage loan, and to construct a"six in one"model of mortgage loan for rural land contractual management right, which is government-led, household’s benefit-centered, institutional lending, supporting services of guarantee companies and evaluation institutions, insurance and government sharing risks. In order to improve the operation mode of mortgage loan for rural land contractual management right, it put forward suggestions that laws and regulations should be perfected, certification of confirmation of rights should be standardized, evaluation mechanism should be perfected and completed, circulation platform should be improved, commercial guarantee and agricultural production culture education platform should be established as well.
