反腐败力度、环境规制与企业技术创新实证研究

摘　　要：利用2004-2016年省际面板数据,实证研究了反腐败力度、环境规制与工业企业技术创新问题,研究发现反腐败和环境规制的力度对工业企业技术创新的影响存在区域异质性,即在国家层面和东部地区加强反腐败与环境规制力度,对工业企业技术创新具有正效应。同时,在国家层面及东部地区环境规制与技术创新呈现出"U"形特征,即出现了先抑制后促进的趋势,在中西部地区却没有呈现同样的"U"形特征。建议注重生态文明建设,严格执行环境规制政策,完善相关机制,鼓励企业技术创新,加快地区经济发展。Based on the provincial panel data of the years 2004 to 2016,an empirical study is conducted on the anti-corruption efforts,environmental regulation and industrial enterprise technology innovation.The study shows that influence of the magnitude of anti-corruption and environmental regulation on industrial enterprise technology innovation has regional heterogeneity,that is,at the national level and in the eastern region of China, strengthening anti-corruption and environmental regulation has positive effect on industrial enterprise technology innovation.At the same time,at the national level and in the eastern region,environmental regulation and technology innovation show a "U-shaped" feature,that is,a trend of first restraining and then promoting,but not the same "U-shaped" feature in the central and western regions.Therefore,the following suggestions are given: attaching importance to the construction of ecological civilization,strictly implementing environmental regulation policies,improving relevant mechanisms,encouraging enterprise technology innovation and accelerating regional economic development.
