Ling Chunsheng’s Proposal on Frontier Administration Reform and His Contributions to the Frontier Construction

摘  要:凌纯声系统地研究了民国时期中国边政制度,认为盟旗制度、土司制度、政教制度和部落制度不利于国家政权统一及法令推行,不符合政治民主化,但其土地公有制与民生主义的土地政策相符,因而提出统一边区政权、保留边疆土地公有制和培植边民自治能力等改革原则,并从中央层面和地方层面分别建言。在蒙藏教育司(后改边疆教育司)司长和国立边疆文化教育馆馆长任上,凌先生主要在督导蒙旗学校复员、编译教材读物、改善员生待遇、加强研究工作、扩展部办边疆教育事业等方面推动了边疆建设的发展。Ling Chunsheng systematically studied China’s frontier administration systems in the period of the Republic of China and believed that none of them, be it the league and banner system, the chieftain system, the system of integration of religion and politics, or the tribal system, was conducive to the unification of state power and the implementation of laws since they were not in line with political democratization. However, the public ownership of land in those systems was consistent with the land policy of the Principle of People’s Livelihood. Accordingly, Ling proposed such reform principles as unifying frontier governance, retaining public ownership of land in frontier areas, as well as promoting frontier autonomy, and offered suggestions at the central level and the local level respectively. In February 1945 and May 1948, Ling was successively appointed the Director of the Mongolian and Tibetan Education Department(later changed to the Department of Frontier Education) and the Curator of the National Frontier Culture and Education Museum. In the posts of director and curator, he mainly contributed to the development of frontier education by supervising the demobilization of league and banner schools, compiling textbooks, improving the treatment of staff and students, strengthening researches, and expanding frontier education sponsored by the Ministry of Education, etc..
