西南欠发达地区医养结合:政策效益、供需困境与路径优化——以广西百色市为例

摘　　要：医疗卫生和养老服务融合发展是有效应对人口老龄化和实现健康中国战略目标的重要举措。西南欠发达地区存在经济落后、人才匮乏、信息闭塞、观念落伍等问题,医养结合养老模式正处于探索阶段,医疗卫生和养老服务的融合发展过程中存在政策理性和供需困境的矛盾,面临较大困境。研究表明,要推进医养结合政策的有效落实,必须解决医养结合服务的供需困境,并结合西南欠发达地区自身优势建立具有地区特色的医养结合养老模式。The integration and development of health care services and pension services is an important measure to effectively deal with the aging of population and achieve the strategic objectives of healthy China.There are some problems in the underdeveloped areas of southwest China,such as economic backwardness,lack of talents,blocking of information,outdated concepts and so on.The pension mode of combining medical services with health care is in the exploratory stage.There is a contradiction between policy rationality and the dilemma of supply & demand in the process of the integration and development of health care services and pension services,which is facing a great dilemma. The research shows that in order to promote the effective implementation of the policy of combining medical services with health care services,it is necessary to solve the dilemma of supply & demand of combining medical services with health care services,and to establish a pension mode of combining medical services with health care services,which is with the regional characteristics and combined with the advantages of the underdeveloped areas in Southwest China.
