动力机制视角下PPP模式推广的省域匹配度研究——基于各省市的可拓模型

摘　　要：PPP模式各地方政府推广力度不尽相同,呈现地域上的差异性。主观的融资欲望与客观配套条件是否与各地方政府推广力度相匹配关系到PPP项目能否顺利落地推广。从动力机制视角构建PPP模式发展的动力指标体系,利用可拓模型将各省市PPP模式发展的动力条件进行量化,评价其与实际推广力度的匹配性。结果表明,大部分省市PPP模式发展的动力条件与其实际推广力度相匹配,部分省市存在超前或滞后的现象。Due to the different promotion efforts of local governments,the development of PPP mode shows regional differences.Whether the subjective financing desire and objective supporting conditions match the promotion efforts of local governments is related to whether the P PP project can be successfully promoted.This paper constructs the dynamic index system of PPP model development from the perspective of dynamic mechanism.The extension model is used to quantify the dynamic conditions of PPP model development in each province and city,and then we can evaluate its matching with the actual promotion.The analysis results show that the dynamic conditions of PPP mode development in most provinces and cities match their actual promotion efforts,and some provinces and cities have the phenomenon of leading or lagging behind.Based on the empirical analysis of the extension model,combining the dynamic indicators and the actual PPP promotion of each province and city,this paper divides the promotion of national PPP mode into five categories and then proposes the optimization path respectively.
