摘　　要：生态文明建设是确保中华民族永续发展的根本大计。党的十八大以来,我国生态文明建设取得积极进展,资源利用模式不断改进,环境质量持续好转,生态系统活力逐步恢复,但与民众的优美生态环境需要仍有差距,生态环境超负荷承载,经济社会发展与生态环境保护矛盾突出,生态文明建设面临严峻挑战。我们应继续优化生态文明顶层设计,完善制度、法治和宣传教育体系,坚持生态优先,协同推进生态系统保育、资源合理利用和环境污染防治,夯实生态基础,抓住经济社会发展和城镇化建设的契机,根据生态环境承载能力,调整国土空间布局,倒逼经济发展方式转型,实现人与自然和谐共赢发展。Fostering a sound ecological environment is vital for ensuring the sustainable development of the Chinese nation.Since the Eighteenth National Congress of the Communist Party of China,the ecological advancement program has made positive progress,the mode of resource utilization has constantly improved,the quality of environment has become better,and the vitality of the ecosystem has been gradually restored.However,there is still a gap compared to the needs of the people for a beautiflil ecological environment,the carrying capacity of the ecological environment is exceeded,the conflict between economic and social development and preservation of ecological environment is prominent,and the ecological advancement program is facing serious challenge.We should continue to optimize the top-level design for ecological advancement;improve the institution,rule of law and publicity and education system;give priority to ecology;coordinate efforts towards ecosystem conservation,rational utilization of resources and prevention and control of environmental pollution;consolidate the ecological foundation;seize the opportunity of economic and social development and urbanization;and adjust the land spatial distribution and the mode of economic development according to the carrying capacity of ecological environment,so as to transform the economy and achieve harmonious and win-win development between man and nature.
