摘 要:相关专业机构或团体以第三方监管主体的身份参与卫生监测与评价工作,是通过市场机制和社会机制改变政府主导的单一行政管理模式,加强卫生监督、创新监管模式的有益尝试。分析卫生监督引入第三方机制的理论基础与现实意义、发展现状及实践障碍,提出优化卫生监督第三方机制的主体建设、构建卫生监督第三方机制的激励模式、细化卫生监督第三方机制的责任分担规则、强化卫生监督第三方机制的监管模式等完善对策。The relevant professional institution or organizations participate in the health monitoring and evaluation work as the third-party supervision subject,by changing the government-led single administrative management mode through the market or social mechanism,which is a beneficial attempt to strengthen the health supervision and innovatethe regulatory model.This paper analyzed the theoretical basis and practical significance of the introduction of third-party mechanism of health supervision,the present situation of development and the obstacles in practice.On this basis,it put forward the main body construction of optimizing the third-party mechanism of health supervision.The incentive mode of the third-party mechanism of health supervision should be constructed,the responsibility sharing rules of the third party mechanism of health supervision should be refined,and the supervision mode of the third party mechanism of health supervision should be strengthened.
