基层协商民主实践公开性的评估框架研究

摘　　要：基层协商民主实践要向政府决策者和广大基层群众证明其合法性,就须具备合理的公开性水平。基层协商民主实践的公开性评估框架由一系列可操作的独立指标构成。这些指标反映了协商活动过程公开和协商者观点表达的主要标准:协商内容的报告须包含结论、理由、论据、不同意见,并表明它们之间的连贯性;协商过程的透明要求对协商活动的控制、程序设计、预期影响进行明确说明;通过协商者授权和报告人负责实现对外传送的保真。将公开性评估框架作为协商设计的工具运用,并积极探索所有可能的对外沟通形式,有助于提升基层协商民主实践的公开性和外部影响,并为在地方层面先探索协商民主体系的构建奠定基础。The legitimacy of grassroots deliberative democracy practices cannot be established for government decision makers and wide grass roots unless with publicity at reasonable levels.The publicity evaluation framework of grassroots deliberative democracy practices is consisted by a series of operable and individual indicators which reveal the standards how to disclose the deliberative processes and transmit the arguments of negotiators:the report of deliberative contents must include conclusions,reasons,evidence,dissenting opinions and make clear the coherence between them;the transparency of deliberative process indicates a specification of control,procedure design and intended influence;the fidelity of external transmission can be achieved through negotiators'authorization and authorial accountability.The publicity and external impacts of grassroots deliberative democracy practices can be truly promoted by applying the publicity evaluation framework as a tool of deliberative design,as well as actively exploring all possible forms of external transmission.It will lay the foundation for exploring the construction of deliberative democracy system at the local level first.
