摘　　要：衡量有核国家战略核反击、威慑能力的一项重要指标就是考察其海基核力量海上存在能力。文章通过研究外军核潜艇轮换值班制度和潜艇远洋保障发展趋势,从提高海基核力量海上存在能力的角度出发,提出了实行战略导弹核潜艇远海轮换的观点,并分析了其必要性和可行性,探讨了远海轮换的内容和注意事项。One important indicator in measuring the ability of the nuclear deterrence and counterattack about a country is the maritime presence capability of the marine nuclear force.In this article,the author studies the alternation of atomic submarine and the trends of the ocean logistics support about foreign submarine,and proposes the strategic missile atomic submarine alternate in open seas from the view of improving the maritime presence capability of the marine nuclear force,then makes a analysis of the necessity and practicability of this method,and discusses the content and cautions of the alternation of ballistic missile atomic submarine in open seas.
