摘　　要：2018年中办、国办联合印发了《关于深化项目评审、人才评价和机构评估改革的意见》,为落实"三评"改革随后又开展了"清四唯"行动。"三评"改革实施一年以来,效果究竟如何?本文通过问卷调查研究发现,总体上科研人员对"三评"改革是赞同和支持的,一年来的改革也确实发挥了一定的作用,但是,作用有限。对此,本文提出了建议。In 2018, the Central Office and the State Office jointly issued the "Opinions on Deepening the Reform of Project Evaluation, Talent Evaluation and Institutional Assessment", and subsequently launched the "Qing Siwei Action" to implement the "Sanping Reform".How is the effect of "Sanping Reform" over one year? Through a questionnaire survey, this paper finds that overall the scientific researchers agree with and support the "Sanping Reform".The reform has indeed played a certain but limited role.In this regard, this paper puts forward some suggestions.
