城市公用设施韧性功能供需现状、影响因素与促进策略

摘　　要：结合当前城市公用设施韧性功能建设的风险性和迫切性,以501名天津市民为研究对象,实证分析城市公用设施韧性功能建设供给侧的实存问题、需求侧的真实需求、以及供需两侧的分歧和共通点;并在此基础上进一步分析城市公用设施韧性功能建设的自身物质系统、外部环境系统、设施建设组织运行系统和载体支撑系统等影响因素.最后,提出与天津市城市公用设施韧性功能建设相契合的促进对策.Our study has been carried out with combining with the risk and urgency of the current urban public facilities in resilience function construction, taking 501 Tianjin citizens as the sample, and using empirical method to analyze the urban public utility function of ductile construction supply side of the actual problem, the real demand of the demand side, as well as the differences on both sides of supply and demand and in common, and on the basis of further analysis of urban public facilities toughness function itself material system, the external environment of the construction of the system, infrastructure construction organization carrier operating systems and support systems such as influencing factors. Finally it puts forward corresponds to the promoting countermeasures to the Tianjin urban public facilities construction of resilience function.
