摘 要:以成都市村级公共服务资金在基层社会的运作为例,考察不同治理模式下农村小型公共品的供给效率。研究发现,在村级自主治理模式下,项目的决策、实施、监督均由村民及村级自组织完成,公共品的治理成本低、供给效率高、农民的满意度高。在多元共治模式下,项目的决策、实施、监督分别由村民、市场、政府承担。多元主体的分工协作实现了项目在基层社会的规范化运作,但却产生了治理成本增加、项目资金使用效率降低、农民满意度降低等治理困境。因此,在资源输入背景下,以农民为主体,将农民组织动员起来,充分利用农村社区社会资本,是农村小型公共品治理有效的基础。Taking the operation of village-level public service funds in the rural areas of Chengdu as a case,the efficiency of small public goods in rural areas under different governance modes was analyzed.The study found that,in the village of self-governance mode,all the project decision-making,implementation and supervision are completed by villagers and self-organization in the village,public goods are cheap,efficient,and villagers are satisfied.As the model of multiple co-governance,the decision-making,implementation and supervision of project shall be undertaken by villagers,market subjects and government respectively.The division of labor and cooperation of multiple subjects realize the standardization of project grass-roots governance,but governance cost,project funds efficiency and villagers’ satisfaction face dilemma.So,under the background of resource input,taking villagers as main subjects,mobilizing villagers self-organization and making full use of community social capital are effective basis for governance of small public goods in rural areas.
