摘 要:国家安全是网络化条件下的综合体系防护,现代战争是信息化条件下的军事体系对抗。随着基础设施网络化与武器平台信息化的持续深入发展,强电磁环境已经严重威胁到以大量电子信息设备为依托的国家关键基础设施和信息化武器装备。标准体系作为系统顶层设计的核心抓手,是促进强电磁防护水平提升的重要基础。通过研究在强电磁防护领域处于世界领先地位的国家的经验,梳理和分析出其电磁防护标准建设的现况和特点,进而提出对我国强电磁防护标准体系建设发展的启示和建议。National security is the comprehensive system protection under the conditions of network, and modern warfare is the military system confrontation under the conditions of informationization. With the continuous and in-depth development of infrastructure networking and weapon platform informationization, the strong EME(electromagnetic environment) becomes a serious threat to the national key infrastructure and informationized weapon equipment relying on a large number of electronic information equipment. As the core grasp of system top-level design, the standard system serves as an important foundation for the improvement of protection against strong EME. By studying the experience of the world’s leading countries in the field of strong electromagnetic protection, this paper combs and analyzes the current situation and characteristics of these countries’ electromagnetic protection standard construction, and then puts forward some enlightenment and suggestions for the construction and development of strong electromagnetic protection standard system in China.
