中国社会组织的话语功能研究——基于公共领域的视域

摘　　要：在"组织化社会"的今天,社会组织不仅能够发挥其提供公共服务以及推动社会治理的功能,而且由于其具有组织化的表达优势,可以发挥其在公共领域意义上的主张公共性以及推动政治和社会进步的话语功能。而在中国的现实情境中,社会组织的话语功能呈现出相当程度的缺位状态,表现为"量少"和"质差"两个方面。政府权力的工具化思维,即将社会组织的功能进行功利性的排序以及社会组织在权力管控之下"异化"其话语功能的生存策略,是其"失语"的原因所在。改变政府将社会组织的话语功能视为不稳定因素的思维定势以及切实下放管理权限,推动政社分开,释放社会组织发挥话语功能所需要的政策空间,是社会组织的话语归位之道。In the real situation of China,the discourse function of social organizations shows a certain degree of vacancy,which is manifested in two aspects:"less quantity"and "quality difference".The instrumental thinking of government power,the utilitarian ordering of the functions of social organizations,and the survival strategy of social organizations to "alienize"their discourse functions under the control of power are the reasons for their "aphasia". Changing the mindset of the government treating the discourse function of social organizations as unstable factors, decentralizing management authority,promoting the separation of political and social organizations,and releasing the policy space required for social organizations to play a discourse function are the ways in which social organizations return to discourse.
