通过制定技术规范完善党内法规的路径分析

摘　　要：随着党内法规体系的进一步完善,今后一段时期内,党内法规的建设应当更加注重立规的科学性,着力提升立规质量,以确保党内法规体系的协调性、系统性。囿于经验不足、党内法规建设的时间较短等因素,党内法规立规的科学性有待进一步提升。提升党内法规的可操作性和实效性,应当注重党内法规制定技术的作用,有必要制定专门的党内法规制定技术规范,同时在制定技术规范出台后通过备案审查等方式来保障制定技术规范的有效实施,并且应当在观念上重视立规技术规范的作用,努力提升党内法规制定者的水平,构建符合党内法规实践的立规助理制度,以确保党内法规立得住、行得通、管得了。With the improvement of the laws and regulations within the Party,the future construction of inner -Party laws and regulations should aim at the scientific nature of the rules and regulations,striving to improve the quality so as to ensure the coordination and systematicness of the inner -Party laws and regulations system.Due to the lack of experience and the short time,the scientific nature of inner -Party laws and regulations needs to be improved.In order to enhance the maneuverability and effectiveness,we should pay attention to the role of these laws and regulations.It is necessary to formulate special technical norms for the formulation of inner -party laws and regulations.At the same time,after the promulgation of the technical specifications,effective implementation of the technical norms should be guaranteed by means of filing and examination.Attention should be paid to the role of the technical norms in the formulation of rules and regulations,and efforts should be made to raise the level of the makers of laws and regulations within the Party.We should build a system of regulatory assistants in line with the practice of inner -Party laws and regulations,so as to ensure that these laws and regulations are effective in an all -round way.
