摘 要:经过连续几年的公共建筑节能工作,北京市已分别建成了“北京市公共建筑能耗限额管理信息系统”和“北京市公共建筑节能绿色化改造项目管理系统”两个“大数据平台”,取得了一定的成效。但是目前的“大数据”是以电耗数据为主,缺少其他如燃气或热力数据及其用能结构和特征等相关细节,导致很难进一步从中分析限额管理存在的问题、管理方法的提升或改进的途径,以及建筑超限额的原因等。为此,本研究尝试通过小样本量详细调研的方式,分析北京市公共建筑电耗限额管理对象的电耗限额执行情况及其他能耗现状,提出相关发现或建议,并初步探索办公、商场和宾馆建筑的全能耗限额值,以期对现阶段北京市及其他省市的能耗限额管理工作的开展提供一些参考。After years of energy-conservation management in public buildings by the government,Beijing has set up two“big data”platforms,namely,Beijing Public Building Energy Consumption Limit Management Information System,and Beijing Public Building Energy Saving Green Transformation Project Management system.However,the current“big data”is mainly focused on the electricity consumption without gas or heating energy consumption,and lacks relevant details such as corresponding energy use structure and characteristics,which makes it difficult to further analyze the problems existing in the limit management,ways to improve management practices,and the causes of buildings’over-limit.Therefore,by means of detailed surveys on small sample volume,this study investigated the implementation of electricity consumption limit and other energy consumption of the public buildings in Beijing that were under the electricity consumption limit management.Some findings and suggestions were proposed after the surveys and analysis,and a preliminarily explore on the calculation of total energy consumption quota was also conducted,using the building types of office,shopping mall and hotel as an example.Objective of this study is to provide method reference for the development of energy consumption limit management in Beijing as well as other provinces and cities that are carrying out similar work.
