摘　　要：标准与合格评定是一个不可分割的整体,在某种程度上合格评定是标准“化”起来的必由之路,标准离开了合格评定就会成为“无果之因”,标准就会陷入纸上谈兵的怪圈;合格评定离开了标准就会成为“无本之木”,合格评定就没有存在的价值。本文从合格评定、合格评定体系、认证与认可、标准与认证认可、高质量发展与合格评定等不同视角阐述标准与合格评定的关系,以便进一步拓展标准化人的视野,进一步强化标准与合格评定一体化的思维,为借鉴国际经验完善我国质量治理体系,建立与国际惯例接轨的技术性贸易措施体系提供思路,使标准化在新时代能够更好地行稳致远。Standards and conformity assessment are an integral whole.To a certain extent,conformity assessment is the key factor driving people to correctly use standards in practice.Without conformity assessment,standard will be a document without any good measures to ensure its implementation.In turn,conformity assessment will be like a tree without root.In this paper,the relationship between standards and conformity assessment is expounded from different perspectives,such as conformity assessment,conformity assessment system,certification and accreditation,standards and accreditation,high quality development and conformity assessment,so as to present the network of the standardization,further clarify the importance of the integration of standards and conformity assessment,and provide methodology for improving the quality management system and establishing the system of technical trade measures in line with international rules in China.
