摘　　要：土地资源配置是地方政府引导地区产业发展的重要措施。利用中国2003-2016年281个地级及以上城市面板数据,实证分析了以低地价、协议出让方式为主的粗放型土地资源配置行为对产业集聚特征的影响,并进行了异质性分析。研究结果表明,以协议出让方式的建设用地出让比重越高,其产业集聚发展的多样化程度越低,且土地资源错配对产业集聚多样化发展的影响表现出显著的区域分化、时间段以及行政层级的差异性;同时,土地资源错配程度越高越不利于产业结构的合理化发展。因此,地方政府要因地制宜地实施土地出让政策和优化土地出让结构以促进中国产业集聚的多样化和产业结构的合理化发展。Land resource misallocation is an important measure of local governments in guiding regional industrial development. Using the panel data of 281 Chinese cities of prefecture-level and above from 2003 to 2016, this paper empirically analyzes the impact of the extensive land resource allocation, which is characterized by low price and agreement transfer, on industrial agglomeration characteristics, and then investigates into its heterogeneity. The results show that the higher the proportion of construction land transfer by agreement, the lower the diversification of industrial agglomeration development. The impact of land resource misallocation on the diversification of industrial agglomeration shows significant regional differentiation, time difference and administrative difference. In the meantime, the greater degree of land resource misallocation is, the worse it is for the rational development of industrial structure. Therefore, the local government should implement the land transfer policy and optimize the land transfer structure according to local conditions so as to promote the diversification of China's industrial agglomeration and the rational development of industrial structure.
