新中国70年与联合国关系的历史回顾与思考

摘　　要：新中国成立70年来,中国与联合国的关系经历了最初接触、解决代表权问题、初步参与、有限参与、全面合作五个时期。二者关系的发展呈现出四个特点:中国领导人的首脑外交是深化中国与联合国关系发展的重要助力;中国对联合国各项议程的参与呈现出一定的务实性;始终维护发展中国家的权益;从被动参与联合国议程逐渐转变为主动进行议程设置。中国与联合国关系的发展还将面临至少三个现实层面的挑战,包括中国联合国外交的不足;美国霸权的负面影响;价值观念的差异。未来中国可以从四个层面完善同联合国的关系,首先是加大针对联合国外交的资源投入;其次是协调众多发展中国家的立场;再次是发挥自身的“纽带”作用;最后是提升中国的规范引导能力。Since the People’s Republic of China was founded 70 years ago,China-UN relationship has experienced five periods,including contacting,resolving problem of representation in the UN,preliminary participation,limited participation and comprehensive cooperation.The development of this relationship takes on four characteristics,the summit diplomacy of Chinese leaders is an important impact on deepening the development of China-United Nations relations;China’s participation in the various issues of the United Nations has shown certain pragmatic;maintaining interests of developing countries always;changing gradually passive participation in the UN agenda to active agenda-setting.The development of China-United Nations relations will also face at least three real challenges,including the inadequacy of China's.UN diplomacy;the negative impact of US hegemony;and differences in cultures.In the fu tu re,China can improve its relations with the United Nations from four perspectives.The first is investing more resources for UN diplomacy;the second is to coordinate the standpoints of developing countries;the third is to play its own“bond”role;and the last is to promote China’s ability in normative guidance.
