摘　　要：欧债危机以后,中国企业在欧盟直接投资区位行业选择、区域分布、所有制类型、投资模式等发生显著结构性转变,但也面临欧盟统一投资政策实施、劳工和技术标准、知识产权保护、市场准入方面投资限制等诸多问题。国际贸易投资规则、政治经济格局发生显著变化、中国提出的“一带一路”倡议与欧盟“容克计划”形成有机对接、“16+1”合作推进机制日趋成熟等,创造了中国对欧直接投资进一步扩大的重要战略机遇。欧盟已成为中国对外投资最大目的地,2017年中国对欧投资已经接近吸收欧盟投资的4倍。文章针对性从推动中欧投资协定(BIT)签订、充分利用“16+1”合作机制、跟踪欧盟吸收外资政策变化等视角提出扩大中欧投资合作建议。Since the European debt crisis,significant structural changes have taken place in the location and industry choice,regional distribution,type of ownership and investment mode of China’s enterprises’ direct investment in the EU.However,the enterprises also face many problems,such as the implementation of the EU’s unified investment policy,labor and technical st and ards,intellectual property rights protection and investment restriction. The great changes in the international trade and investment rules as well as political and economic structure,the connection of China’s “the Belt and Road” initiative with “Juncker Plan” of the EU and the further promotion of the “16+1” cooperation mechanism all create important strategic opportunities for China’s expansion of direct investment in the EU.The EU has become the largest destination for China's foreign investment.In 2017,China’s investment in the EU nearly quadrupled the investment of the EU in China.This paper puts forward suggestions on expanding Sino-EU investment cooperation from the perspectives of promoting the signing of BIT,making full use of the “16+1”cooperation mechanism and tracking the changes in the EU's policy of absorbing foreign investment.
