摘  要:职工的个人福利是养老保险制度研究的重要内容。通过构建数学模型,对统筹层次提升中的个人福利效应进行了深入研究。数据分析结果表明:在提升基础养老金统筹层次的过程中,原来平均工资及增长率相对较高或者缴费率低的地区,职工待遇缴费比将会随着缴费与给付标准的统一而下降;延迟退休年龄则使所有地区职工待遇缴费比有所降低。待遇缴费比的下降将在一定程度上增加制度改革的阻力。在养老保险制度的动态发展中采取最大限度保障职工个人福利的策略无疑有利于养老保险制度改革的顺利推进。The individual welfare of employees is an important part of the research on pension insurance system.Through the establishment of the mathematical model,the article makes an in-depth study on the effects of individual welfare in the course of raising the pooling level.The data analysis results show that in the area with relatively higher wage increase or lower contribution rate,the ratio of benefit to contribution of employees will decrease with the unification of contribution and payment standards in the process of upgrading the pooling level of basic pension,while postponing the retirement age will reduce the ratio of benefit to contribution of all employees.The decline of the ratio will increase the resistance to the pension insurance reform.Therefore,taking the maximum protection strategy for the employees is no doubt conductive to the smooth progress of pension insurance system reform.
