海南省司法文明建设的成效、特色与提升建议

摘　　要：司法文明是法治文明的重要内容,从近两年海南省高级人民法院和省人民检察院工作报告来看,海南司法机关通过司法体制改革打造司法文明,通过依法履职输送司法文明,通过司法公信力建设提升司法文明,司法文明建设取得新进展,但也存在着队伍专业化、职业化水平有待提高,司法能力仍然不足,欠发达地区进不了人留不住人的问题尚未缓解,配套改革不够完备等问题。自贸区(港)建设作为我国全面深化改革开放的试验田,对司法文明提出了更高的要求,应通过进一步转变司法观念、推进司法体制机制改革、加强规章制度规范化建设和强化司法人员的素质等举措,推进海南司法文明建设。Judicial civilization is an important part of legal civilization.In recent years,Hainan judicial organs have made new progress in the construction of judicial civilization through the reform of judicial system,the transportation of judicial civilization through performing their duties in accordance with the law,the promotion of judicial civilization through the construction of judicial credibility,but there are still some problems to be solved,such as the level of professionalization and Professionalization of the judicial team,the insufficiency of judicial capacity and the inability of underdeveloped areas to keep people in.Problems such as incomplete supporting reforms.As a pilot field of deepening reform and opening up in an all-round way,the construction of free trade zones (ports) puts forward higher requirements for judicial civilization.We should promote the construction of judicial civilization in Hainan by further changing judicial concepts,promoting the reform of judicial system and mechanism,strengthening the standardization of rules and regulations and strengthening the quality of judicial personnel.
