村民参与下乡村基础设施规划研究——以云浮市云城区安塘自然村为例

摘　　要：乡村基础设施是乡村发展的基础,乡村的规划发展必须建立在基础设施完善上。基础设施包括道路交通设施、供水设施、排水设施、污水处理设施、电力设施、燃气设施、垃圾治理、厕所改造、通讯设施和防灾减灾设施等。基于社会主义新农村规划的指引,以广东省云浮市云城区安塘自然村为例,在村民参与下实地考察研究安塘自然村基础设施现状,结合当地村民的需求意愿,对道路设施、垃圾治理设施、排水污水设施等乡村基础设施进行了规划实践,旨在改善安塘自然村的乡村人居环境,推动乡村基础设施升级改造,带动安塘自然村的规划发展。Rural infrastructure is the foundation of rural development.Rural planning and development must be based on infrastructure improvement.The rural infrastructure includes the facilities of road traffic,water supply,drainage,sewage treatment,electric utilities,gas facilities,garbage disposal,toilet renovation,communication,disaster prevention and mitigation,etc.Under the guide of socialist new rural planning,taking Antang Natural Village in Yuncheng District of Yunfu City,Guangdong Province as an example,the infrastructure status of Antang Natural Village was investigated and studied with public participation.According to the needs and wishes of local villagers,the planning practice of rural infrastructure was carried out from the aspects of road facilities,garbage treatment facilities,drainage and sewage facilities,so as to improve the rural living environment of Antang Natural Village,promote the upgrade and reform of rural infrastructure,advance the development and planning of Antang Natural Village.
