农村金融改革下农地资本化的风险防范

摘　　要：近40年的农村金融改革因政策的非内生性影响了民间资本发展步伐,造成农村资金供给的不足、偏差和逃逸。农地资本化作为解决农村资金供给的有效渠道,存在资本企业将经营风险转嫁农民、土地被过度利用、土地非农化和农村格局发生改变的风险,应采取建立农村土地流转风险基金制度、规范政府对企业事前审查、事中监督、事后跟踪行为、完善农民社会保障体系、加强农民集体组织建设等措施来防范风险,有效推动农村金融改革发展。Forty years’rural financial reform has an influence on the development of private capital due to its endogenous policy,which causes the shortage,deviation and escape of capital supply.While farmland capitalization could solve this problem,it would result in excessive use and non-agriculturalization of land,risk taking of farms,change of rural pattern.Establishing the system of land circulation venture fund,clearing the standard of investigate,inspection and track towards enterprise,improving social security system and farmer self-construction could promote the development of rural financial reform.
