抗战时期临县减租减息运动探析

摘　　要：抗日战争全面爆发后,中国共产党为妥善处理农村土地问题,支援抗战,在广大抗日根据地实施了"减租减息"政策。临县作为晋绥边区下辖的主要县份之一,积极贯彻了党的方针政策,同时结合有效的方式方法,如非暴力的"讲理"引导,地方政权的有效组织,最大限度的群众动员,做到了"因时因地而变"的灵活实施。虽然"减租减息"实施中也出现了诸如"明减暗增"等问题,但是不可否认,"减租减息"的推行具有深刻的历史意义。削弱了农村经济中的封建因素,促进了农村经济条件的改善;调整了根据地农村的土地占有与社会阶级关系;支援了中共持久抗战;团结了根据地的农民群众与不法地主、以至外部侵略者展开坚决、持久的斗争。After the outbreak of the War of Resistance Against Japanese Aggression,the Communist Party of China implemented the policy of "reduction of rent and interest rate"in the anti-Japanese bases in order to properly handle the land issue and support the war of resistance. As one of the main counties under the jurisdiction of the Jin-sui Border Region,Linxian actively implemented the party’s principles and policies and combined with a series of efficient ways and means such as non-violent"reasonable"guidance,effective organization of local political power,and maximum mass mobilization and achieved flexible implementation due to changes in time. Although during the implementation of "reduction of rent and interest rate",there has also appeared such phenomenon as trickery and fraud,it is undeniable that the implementation of"reduction of rent reduction and interest rate"has profound historical significance: the feudal factors have been weakened in the rural economy;the land and social class relations in the rural areas of the base areas have been improved;the improvement of rural economic conditions has supported the lasting war of resistance;it has united mass peasants to carry on a determined and lasting struggle against the unruly landlords and the aggressors.
