摘　　要：协议管理是适应我国“放管服”改革进程中对旧有行政审批制的替代性制度安排,是一种不同于“命令控制型”行政监管的市场化手段。本文深入分析协议管理方式相较于传统“命令控制型”行政监管方式的优势,并进一步对目前使用的协议管理制度提出优化使用建议。The protocol management is an institutional arrangement replacing the traditional administrative licensing regime in the process of China's licensing reform. It is a market-oriented approach different from the "command & control" regulation. This paper deeply analyzes the advantages of the protocol management method over the traditional "command & control" regulation, and further proposes the optimal use of the current protocol management system.
