海南自贸区离岸金融中心建设构想

摘　　要：海南自贸区要加大探索自贸港建设的力度,建设与之相配套的离岸金融中心,便于货物、服务、金融、人员的自由流动。海南拥有良好的地理位置、政策、产业、自然资源与营商环境、人才等优势,具有建设离岸金融中心的可行性。建议分为三个阶段进行,即2025年以前构建海口离岸金融中心、2025~2035年构建海口—三亚内外渗透型全国第一大离岸金融市场、2035年构建全球最大的内外一体型人民币离岸金融市场。Hainan free trade zone should step up efforts to explore the construction of free trade port and build an offshore financial center to facilitate the free flow of goods,services,finance and personnel.Hainan has a good geographical location,policies,industries,natural resources and business environment,talents and other advantages,and has the feasibility of building an offshore financial center.The construction can be divided into three stages,namely,to build an offshore financial center in Haikou before 2025;to build the largest offshore financial market in China with internal and external penetration in Haikou in the north and Sanya in the South from 2025 to 2035;and to build the world’s largest RMB offshore financial market with internal and external integration in 2035.
