留守儿童关爱保护政策基层执行困境及优化对策研究

摘　　要：研究通过文献梳理和实证调研,概括总结了留守儿童关爱保护政策执行推进在基层社会面临的诸多阻隔,认为政策执行的表面化、政策执行的选择性以及异化性、政策执行的倒置化是其存在的主要问题。并以此为基础开展了相应的原因分析,认为必须从强化政策执行手段的整合性、提升信息沟通、落实执行效果考评等方面出发构建闭合性反馈机制和资源调配机制才能予以有效应对。通过这些手段的嵌入和组合才能将政策执行落到实处并切实保护留守儿童权益促进其健康成长,从而最终有利于构建现代性的人口治理体系与框架。Through literature review and empirical research, this paper summarizes the obstacles faced by the implementation of the care and protection policy for left-behind children in grass-roots society. It considers that the main problems are the superficiality of policy implementation, the selectivity of policy implementation, alienation and the inversion of policy implementation. On this basis, the corresponding reasons are analyzed. It is considered that only by strengthening the integration of policy implementation means, improving information communication, and implementing the evaluation of implementation effect, can we construct a closed feedback mechanism and resource allocation mechanism to effectively respond. Only by embedding and combining these means can the implementation of policies be implemented and the rights and interests of left-behind children be effectively protected to promote their healthy growth, thus ultimately conducive to the construction of a modern population governance system and framework.
