西安网络舆论环境状况分析——基于制度伦理学的视角

摘　　要：互联网的出现改变了信息传播的方式,把人们带入了一个全新的生活世界,网络已然成为社会舆论的重要载体,其虚拟性、开放性、迅捷性和交互性等特征,给人们提供了宽松、便捷的舆论环境和发表个人见解的平台,但同时也产生了诸多负面影响。西安网络舆论环境与其他网络舆论环境一样存在诸多问题,诸如虚假传闻、谣言、网络暴力等不良现象,主因在于部分网络舆论主体自身修养缺失、网络舆论环境治理机制不完善、管理机制及法律法规不健全等。基于制度伦理学的视域,要从根本上改善西安网络舆论环境,必须既注重网络舆论伦理规范的践履,又要注重网络伦理规范的制度化,以规范西安网络舆论参与者的行为,将“自向性”道德自律转变为“他向性”道德约制,从而构建清朗的西安网络舆论环境。The advent of Internet has changed the way of information dissemination, having brought people into a whole new world of life, so, Internet has already become an important carrier of public opinions. On the one hand, its features of virtuality, openness, quickness and interaction have provided people with an easy and convenient public opinion environment and a platform for expressing their personal opinions, on the other hand, they have exerted many negative effects. Like other network public opinion environments, many problems have existed in Xi’an network public opinion environment, such as false hearsay, rumors, network violence and other undesirable phenomena, mainly due to the lack of self-cultivation of some network public opinion participants, the absence of network public opinion environment governance mechanism, imperfect management mechanism and technical conditions as well as incomplete laws and regulations. From the perspective of institutional ethics, in order to radically improve Xi’an network public opinion environment and to build a clear network public opinion environment in Xi’an, it is imperative to attach great importance to the implementation and institutionalization of ethical norms for network public opinions so as to standardize the behaviors of Xi’an network public opinion participants, and eventually to make it possible to shift from the moral self-discipline to the compulsory constraints by moral code.
