“互联网+政府采购”的浙江实践与思考

摘　　要：浙江省作为数字经济大省,在发展“互联网+政府采购”方面具有得天独厚的优势。经过多年实践,浙江省将互联网基因植入政府采购,构建集网上交易、网上监管和网上服务于一体的政采云平台,大大提高了政府采购效率,有效实现了质好价优高效的政府采购目标。本文总结了浙江省“互联网+政府采购”实践经验,采用SWOT分析法剖析其内部优势劣势和外部机会威胁,并从健全体制机制、完善体系功能、加快推广运用、加强采购监管等四个方面提出对策建议。Zhejiang gains a unique advantage in "Internet + government procurement" as a large province of digital economy. Thanks to years of practice, Zhejiang has implanted Internet genes into government procurement, combining online trading, online supervision and online service within one cloud platform, which tremendously improves the efficiency and achieves both goals of high quality and right price in government procurement. This paper summarizes the good practice of "Internet + government procurement" in Zhejiang province, analyzes its internal strengths and weaknesses as well as external opportunities and threats using SWOT method, and proposes solutions and suggestions in four aspects, including the perfection of mechanism, improvement of system function, further application and consolidation of supervision.
