摘  要:国际法制计量组织(OIML)颁布的R46国际建议对电能表提出了方波与尖顶波影响试验和高次谐波影响试验要求,这3种测试波形更加符合电能表运行时的现场情况,目前国内没有相应的R46电能表检定装置,因此设计了满足R46谐波试验要求的谐波发生器。欧盟MID认证中对交流电能表检定装置的测量结果不确定度评定具有要求,结合R46国际建议以及JJG597-2005要求,详细阐述并分析R46三相电能表检定装置测量结果不确定度,给出R46电能表基本误差试验下的不确定度评定实例,得出基本误差试验下功率因数为l、0.5L、0.8C的展伸不确定度为0.14%、0.15%、0.15%,符合欧盟MID不确定度认证要求。International recommendation R46 released by International Organization of Legal Metrology (OIML) puts forward the quadriform waveform influence test requirements, peaked waveform influence test requirements and highorder harmonics influence test requirements for active electrical energy meters, all of the three test waveforms are more consistent with the field conditions when the active electrical energy meter is running. However there is no corresponding OIML R46 active electrical energy meters calibration device in current domestic, so the harmonic generator that could satisfy the requirements of R46 test is designed. EU MID certification makes a requirement for uncertainty evaluation of measurement results of ac electrical energy meter. Combined with OIML R46 international recommendation requirements and JJG597-2005 requirements, this paper makes a detailed analysis for the uncertainty evaluation of measurement results in three-phase electrical energy meter verification equipment based on OIML R46, and as an uncertainty evaluation example, the basic error test of R46 electrical energy meter is given, it is concluded that the extended uncertainty of basic error test is respectively 0. 14%, 0. 15%, 0. 15% when the power factor is respectively 1, 0. 5 L and 0. 8 C, which conforms to the requirements of the EU MID certification.
