摘  要:科技贷款风险补偿资金池作为促进金融资源与科技资源紧密结合的重要措施,对其运营效率研究很有必要。基于2013-2017年苏南11个城市的面板数据,采用BC^2模型测算各市资金池运营效率,并结合Malmquist指数法对运营效率指数的变化进行分解,继而应用Tobit模型分析影响各市运营效率的相关因素。研究表明:苏南地区的运营效率存在空间差异,资金投入规模不平衡;效益产出能力下降和不合理的资金投入规模是导致运营效率下降的主要原因;R&D人员数和专利申请数在一定程度上对运营效率的提升起到促进作用,互联网用户数和产业集中度对运营效率的提高起到抑制作用。As a key measure to promote the close integration of financial resources and technological resources, it’s necessary to study the operational efficiency of the technology loan risk compensation fund pool. Based on the panel data of 11 cities in southern Jiangsu from 2013 to 2017, the BC2 model is used to calculate the operational efficiency of each city’s fund pool, and Malmquist index method is used to decompose the changes of the operational efficiency index of each city. Moreover, the Tobit model is applied to analyze the relevant factors which influence operational efficiency of each city. The research results show that:there are spatial differences in operational efficiency in the southern part of Jiangsu, and the scale of capital investment is not balanced;the decline in efficiency output capacity and unreasonable capital investment scale are the main reasons for the decline in operational efficiency;the number of R&D personnel and patent applications promotes the improvement of operational efficiency, the number of internet users and industrial concentration plays an inhibitory role in the improvement of operational efficiency.
