中国与东盟农业科技合作的成效、问题与建议

摘　　要：为了不断提高中国与东盟的农业科技合作水平,从农作物优良品种技术合作、现代农业装备技术合作、农村生态能源利用合作、动植物疫苗防控体系合作、农业信息化开发合作和农作物防灾减灾等六个方面总结了当前中国与东盟农业科技合作的现状。结果表明,中国与东盟农业科技合作存在以下问题:合作模式单一且层次低,合作项目可持续性不强,合作缺乏统筹协调机制,合作国科技创新条件差。基于此,本文提出了如下政策建议:理顺发展思路,科学制定规划;加大科技投入,拓宽合作渠道;鼓励多元主体,实现协同发展;确定重点领域,提升合作层次。In order to continuously improve the cooperation level of agricultural science and technology between China and ASEAN,this paper summarized the current situation between China and ASEAN about agricultural science and technology cooperation from six aspects: technical cooperation in technology of fine crop varieties,equipment of modern agricultural,utilization on rural ecological energy,prevention and control system for animal and plant vaccine,development of agricultural informatization and disaster prevention and reduction.The results made clear the existence of following problems in agricultural science and technology cooperation between China and ASEAN: single and low-level cooperation mode,lack of sustainability of cooperative projects,lack of overall coordination mechanism for cooperation,and poor conditions for technical innovation in cooperative countries.Accordingly,some policy suggestions as follows were given: organizing thoughts of development and formulating plans scientifically,increasing investment in fields of science and technology and broadening channels of cooperation,encouraging multiple subjects' participation to achieve coordinated development,and identifying key areas to rise the level of cooperation.
