僵尸企业的成因分析及应对策略——基于江苏省工业企业的实证研究

摘　　要：近年来江苏省工业企业产能利用水平出现了较大幅度的下降。化解过剩产能的一个重要措施就是出清僵尸企业,僵尸企业一方面占用了大量的政府补贴和信贷资源,另一方面其生产经营却始终处于低效甚至无效的状态。文章基于国务院出台的僵尸企业识别标准对1998—2013年江苏省工业企业进行识别,从年份、地区、产权性质、规模及成立年限等角度分析江苏省工业企业僵尸企业的现状,实证研究政府补贴、银行贷款和企业忽视创新对僵尸企业形成的影响,同时提出相应的对策。The utilization rate of productive capacity of industrial enterprises in Jiangsu Province has experienced an appreciable decline in recent years. An important measure to resolve excess productive capacity is to clear out zombie enterprises. Although zombie enterprises take up a lot of government subsidies and bank loans,their production and management have always been in an inefficient state. This paper identifies the industrial enterprises of Jiangsu Province from 1998 to 2013 based on the zombie enterprise identification standards promulgated by the State Council. From the perspectives of age, region, ownership, scale and years of establishment, this paper analyzes the status quo of industrial zombie enterprises in Jiangsu Pro-vince, empirically analyses the impact of government subsidies, bank loans and corporate neglecting innovation on the formation of zombie enterprises and puts forward corresponding countermeasures.
