摘 要:跨区域河流排污总量控制需要一个能实现上下游、左右岸行政区域的利益协调和政策沟通的监管机制,具有整合监管功能的河长制正好契合,但河长制作为新生制度,因其自身以及排污总量控制制度固有的缺陷,导致监管存在不少问题.要实现两个制度的完善结合,还需对存在的法律依据粗糙、跨区域协同监管不畅这两个重大问题进行分析,并有针对性地提出完善措施,促进河长制更充分地发挥监管作用,助推流域治理的顺利开展.Total Discharge Control of Inter-regional Rivers requires a supervision mechanism that can realize the interest coordination and policy communication between the different administrative regions,such as upper and lower reaches,the left and right bank.The river length system with integrated supervision function is just the right fit.However,the river length system is a new system,and the total discharge control system has its own defects,so there are many problems in supervision.The existing two major problems are rough legal basis and poor in-regional collaborative supervision.In order to realize the perfect combination of the two systems,it is necessary to analyze problems and putting forward targeted improvement measures to smooth the collaborative supervision role of river length system and improve the river pollution control.
