The Japanese prisoner of war policy during the Russo-Japanese War was first applied in the foreign war after the Japanese government approved the "Regulations and Conventions on Land Warfare" in 1899. The prisonerprison policy formulated during the Russo-Japanese War was also followed by the Japanese army during the Pacific War. Studying the Japanese prisoner of war policy during the Russo-Japanese War can not only further explore the Japanese-Russian war, but also use this as a benchmark to further deepen the study of the Japanese prisoners’ war policy during the Second World War. It has important academic significance and research value. This article uses the relevant prisoner-policy policy documents formulated by the Japanese army during the Japanese-Russian War, the situation of the prisoners of war held, and the exchange of prisoners of war after the Russo-Japanese War as a research clue to interpret the Japanese prisoner of war policy during the Japanese-Russian War and the Japanese national diplomatic strategy.
