西安航空基地中小民企抱团参军模式探索——基于企业联盟视角

摘　　要：广大科技型中小民企是国家军民融合战略的受益群体之一,然而就个体而言,军强民弱,实力悬殊,这造成双方合作意愿严重不对称。西安航空基地集聚了247家中小民企,但拿到全部军工资格认证的仅有40家。以该基地为背景,两种中小民企抱团参军模式即“产业基金+合资企业”“企业联盟+联合企业”的提出有望破解双方合作意愿不对称难题。前者依赖政府的权威性集聚基地内外的民间资本建立产业联盟基金,并通过与军企合作成立合资企业,进而以此为纽带,最终实现中小民企抱团参军;后者依赖主动的企业联盟集聚民企优质资源,实现中小民企抱团参军。两者的共同点是以股权为纽带成立新企业,以新企业为桥梁实现军民融合。The vast number of small and medium-sized private enterprises in science and technology are one of the beneficiaries of the national military-civilian integration strategy. However, as an individual, the strength between each private enterprise and military entity is of great disparity. This has caused a serious asymmetry in the willingness to cooperate. The Xi′an Aviation Base has gathered 247 small and medium-sized private enterprises, but only 40 of them have obtained all the military qualifications. Based on the background of the Aviation Base, two models of uniting the small and medium-sized private enterprises as a group to join the military corporations that can resolve the asymmetry of military civilian cooperation are proposed:"industry fund + joint venture" and "corporate alliance + united corporation". The former relies on government authority to aggregate private capital from the small and medium-sized enterprises in and out the Aviation Base, then sets up joint venture with military corporation, and finally realizes military-civilian integration through uniting the small and medium-sized private enterprises as a group. The latter relies on the small and medium-sized private enterprises in the Aviation Base's own initiative to gather high-quality resources as a united group to achieve military-civilian integration. The commonality between the two models is using equity as a link to establish a new enterprise and then using the new enterprise as a bridge to achieve military-civilian integration.
