摘　　要：伴随着经济发展,中国的环境污染现象愈发凸显.目前能源要素的市场化程度不完善、能源的价格扭曲会对环境污染产生一定的影响.本文基于2006-2015年中国省际面板数据,利用C-D生产函数法测度各地区不同年份的能源价格扭曲度,通过构建动态空间滞后模型并运用准极大似然法实证研究了能源价格扭曲对工业环境污染的具体影响.结果 表明:工业污染总体上具有明显的空间溢出效应,并且存在一定程度的滞后效应.能源价格扭曲与工业污染呈显著正相关关系,能源价格扭曲不仅使得传统高污染能源的价格偏低而直接影响环境污染,并且通过降低能源利用效率、阻碍产业结构升级、抑制技术创新的传导机制间接加剧污染程度.据此,文章认为,应当合理调控能源市场,消除能源市场的价格扭曲,进而改善环境质量,实现经济的高质量增长.With the development of the economy, China's environmental pollution is becoming more and more serious. At present, China's energy market is imperfect, there is a certain distortion of energy prices, which is bound to have a certain impact on environmental pollution. Based on the Chinese provincial panel data from 2006 to 2015, this paper uses the C-D production function method to measure the energy price distortion of different years in different regions. By constructing the dynamic space lag model and using the quasi-maximum likelihood method to empirically research the specific impact of energy price distortion on industrial environmental pollution. The results show that industrial pollution has a significant spatial spillover effect and a certain degree of hysteresis. There is a significant positive correlation between energy price distortion and industrial pollution. Energy price distortion not only makes the price of traditional high-pollution energy low, and directly affects environmental pollution. It also indirectly aggravate the level of pollution through transmission mechanisms that reduce energy efficiency, impede industrial structure upgrading, and inhibit technological innovation. According to this article, it is believed that the energy market should be rationally regulated to eliminate energy price distortions, thereby improving environmental quality and achieving high-quality economic growth.
