农技推广服务协同治理中的政府推广机构职能研究

摘　　要：农业技术推广服务协同治理是解决农业转型期我国新型农业经营主体对农业技术服务需求不断增加、政府主导的农技推广体制供给不足、各推广主体职能混乱等问题的有效路径。文章以在农技推广服务协同治理机制改革中发挥重要作用的政府农技推广机构为研究对象,通过分析其所处的内外部环境,提出政府农技推广机构要承担提供资金、制定并实施农技推广相关政策和法规等职能,同时,政府农技推广机构要与市场和社会推广主体协同,实现多元主体优势互补与协力共建。Collaborative governance of agricultural technology extension system is the effective path to solve the problems that includes the constantly expanding agricultural technology extension service demands of new agricultural management subject, insufficient supply of government- led agricultural technology extension system and the disordered functions of every extension agency. Taking the government agricultural technology extension agency that is important for collaborative governance of agricultural technology extension system as research object, and by analysis of internal and external circumstance, it was suggested in the paper that the government agricultural technology extension agency should provide funds, formulate and implement related policies. At same time the government agricultural technology extension agency should collaborates with market and social agencies to achieve multiple subjects complementing and building together.
