摘　　要：现代国际关系形成以来,大国关系一直塑造着国际关系的面貌."大国兴衰"是国际体系权力转变的基本特征.1979年中美建交至今,历经四十年风风雨雨,结构性双边关系也因实力消长而发生变化,正面临一个关节点:守成的美国如何面对和平崛起的中国.其目标在于超越"大国政治的悲剧",避免霸权战争的发生.中国的发展已经外溢出亚太周边,具有全球效应.鉴于中美的相互依赖性,虽然两国间存在很多的摩擦点,但双方都承受不起成为势不两立对手的后果.美国中国问题专家对亚太地区存在所谓的"安全困境"莫衷一是,有些人以西方固有的逻辑思维看待中国和平崛起引起的国际秩序变迁和中美关系的发展变化,认为"中国的发展是21世纪美国所面临的最严峻地缘政治挑战",这种观点虽然违背客观事实和发展逻辑,但在美国精英阶层仍有较大影响,在美国学界也引起争议.Since the formation of modern international relations, the relationship between great powers has been shaping the condition of international relations. The rise and fall of great powers is the basic feature of power transformation in the international system. Since the establishment of diplomatic relations between China and the United States in 1979, the structural bilateral relations have also changed due to the growth and decline of strength. The United States has to face the peaceful rise of China in order to transcend the tragedy of great power and avoid the occurrence of hegemonic wars. China’s development has spilled over into the Asia-Pacific periphery and has global impact. Although many American opinion makers are starting to see China as a rising power seeking to unfairly undercut America’s economic prosperity, threaten its security, and challenge its values, they still argue an adversarial US-China relationship is in no one’s interest. American experts on China have different opinions on the so-called "security dilemma" in the Asia-Pacific region. Some people view when it chooses its policies wisely, the United States has many inherent economic and political advantages. In short, in the face of China’s rapid rise and the myriad challenges it poses, the United States has good reason to be confident in its ability to compete successfully and to continue to lead globally. Those views have great influence on the American elites and aroused controversy in American academic circles.
