摘 要:党的十九大报告指出,要“构建政府为主导、企业为主体、社会组织和公众共同参与的环境治理体系”。人民群众既是生态环境“绿水青山”的创建者,又是“绿水青山”的受益者,充分发挥广大人民群众在环境监管中的作用,一方面能够弥补政府和市场在环境监管中的不足,另一方面能使环境保护意识在全社会蔚然成风,促进环境监管保护事业良性循环发展。本研究将网络调研与实际调研相结合,借鉴欧洲国家、日本等生态保护强国的经验,分析我国公众参与生态环境监管的短板,探讨提升我国生态环境公众参与度的有效举措。The report of the 19th National Congress of the Communist Party of China pointed out that it is necessary to build an environmental governance system with the government as the leading role, enterprises as the main body, the social organizations and the public participating together. The people are not only the creators of the "green hills and clear waters ", but also the beneficiaries of the "green hills and clear waters ".Give full play to the role of the people in the ecological environment supervision and protection can make up for the deficiencies of government and market in environmental supervision on the one hand, and can make environmental protection awareness become a trend in the whole society on the other hand, thus promoting the virtuous cycle of environmental supervision and protection. Combined the online research with the actual research, studied the experience of European countries, Japan and other ecological protection powers, this paper analyzed the weaknesses of China's public participation in ecological environment supervision and protection, and discussed the effective measures.
