中国国家图书馆的“第二功能”:现代公共阅读服务的推动者、示范者与创新者

摘　　要：进入21世纪以来,中国国家图书馆的“第二功能”即公共阅读服务职能得到了有效发挥。在现代服务理念重建方面,积极构建图书馆行业基本职业规范,推进现代服务理念在全国普及,引导全民阅读广泛开展。在文化阵地服务方面,常规服务效能显著,远超一般大型图书馆;为未成年人服务建立馆藏建设目录和服务提供规范,以标准化引领事业发展。在服务拓展及融合发展方面,从公共阅读到公共文化服务、从阵地服务到远程数字服务均有所创新。面向未来,在新时代完善公共文化服务体系的大背景下,中国国家图书馆将“兼济天下”,进一步引领和支撑农村公共阅读服务的均衡发展,彰显“第二功能”。Since the beginning of the 21st century, the second function of the National Library of China, that is, the public reading service function has been effectively performed. On the reconstruction of modern services principle, the National Library of China actively establishes the basic professional norms in librarianship, promotes the popularization of modern services principle throughout the country, and guides the reading of all people. On the cultural position service, the performance of conventional services is significant, far exceeding other large-scale libraries. Besides, it has set up a collection catalogue and services specifications for juveniles, serving as a standard to lead industry development. On the expansion and integration of services, innovations have been made from public reading to public cultural services and from position services to remote digital services. Under the background of perfecting the public cultural services system in the new era, the National Library of China will make a greater contribution to the balanced development of rural public reading services and highlight the second function in the future.
