新时期中国公共图书馆事业发展的战略任务、路径与全行业参与

摘　　要：在中国全面建成小康社会、基本实现社会主义现代化的新时期,图书馆界需要明确新的基本发展思路。基于国家“五位一体”总体布局、社会需求高涨的形势,未来十五年左右,为实现服务均等化的基本目标,中国公共图书馆事业发展的战略任务是建设有效的县域总分馆体系;完成战略任务的理想路径是政府主导、社会参与与行业实现,现实路径是图书馆行业驱动,通过提升效能、建设示范体系推动政府投入、社会参与;为了完成战略任务,需要动员图书馆全行业参与,县(区)级图书馆、地市级图书馆、省级图书馆、国家图书馆都应在其中发挥相应的作用。Library fields need to have a new fundamental idea of development in a new era for building a moderately prosperous society in all respects and realizing the construction of socialist modernization. Based on the national five-in-one strategy and ever-increasing needs from the society, the strategic task for the development of library enterprise in the coming fifteen years will be the construction of branch library systems at county levels.The ideal approach would consist of government leading, social participation and the realization from library fields, while the realistic approach would have driving forces from library fields which can initiate the construction of branch library systems by improving performances and building sample branch library systems.Libraries from national and provincial, city and county ( district) levels should play their own roles accordingly.
