摘　　要：现代社会中,由各类风险要素积聚裂变而成的公共危机随着全球化的进程和科学技术的发展逐步扩展蔓延至全球范围,因而迫切需要在全球层面上引入治理的理念,纳入全球范围内的各类应对主体,形成包括国际—民族国家—区域—基层等各层面上的网络多级立体交叉、层层配合、环环相扣、交织融合的公共危机全球治理网络。而全球危机意识的培育、主体之间的冲突与协调、权责分配模式的深层次变革以及全主体参与治理的合法性等问题决定了公共危机全球网络的构建将是一个长期的、系统的工程。In modern society,the public crisis caused by the accumulation of various risk factors has gradually spread to the global scale with the process of globalization and the development of science and technology.Therefore,it is urgent to introduce the concept of governance at the global level and include various types of response subjects on a global scale.We will build long-term cooperation networks and institutional platforms that are all-subject,all-risk and all-process responses.We will form a global governance network for public crises,including multilevel three-dimensional intersection,multi-layer coordination,interlocking and interweaving,and integration of networks at various levels,including international-ethnic-national-regional-grassroots.The cultivation of global crisis consciousness,the conflict and coordination between the main bodies,the profound changes in the power distribution model and the legitimacy of the whole body participating in governance determine that the construction of the global network of public crisis will be a long-term and systematic project.
