摘　　要：城市要提高城市环境品质,建设现代化的城市垃圾管理体系势在必行。基于国内“两网融合”实践,一要运用系统管理思维,构建“两网融合”的系统框架,明确其融合对象、主要目标、原则与推进路线;二要明确“两网融合”的实施重点是重构城市垃圾管理系统、组织、宣传与考核体系,实现垃圾治理设施、人员、数据与区域的协同运转;三要完善补贴、垃圾处理收费与特许经营等机制。It is imperative for a city to build a modern municipal waste management system in order to improve its environmental quality.Based on the practice of“two networks integration”in China,firstly,the system management thinking should be applied to construct the system framework of“two networks integration”and define its integration objects,main objectives,principles and promotion route.Second,it should be clear that the implementation focus of the“two networks integration”is to reconstruct the municipal waste management system,organization,publicity and assessment system,and to realize the coordinated operation of garbage treatment facilities,personnel,data and regions.Third,we need to improve mechanisms such as subsidies,garbage disposal fees and franchise.
