摘　　要：介绍广东省在重点领域研发计划申报指南审核评议工作上的探索与实践,包括申报指南审核评议的依据、原则、主要内容和程序等。截至投稿前,广东省已完成11个重大专项和18个重点专项申报指南的审核评议工作,对于及时发现申报指南存在的问题,提高申报指南规范性、科学性和公信力起到很好的作用。不过,开展申报指南审核评议尚属新鲜事物,目前暂无成熟经验可借鉴参考,仍存在诸多不足。建议适时总结申报指南审核评议经验,通过为申报指南审核评议预留充分时间、建立申报指南数据库等措施,进一步提高申报指南审核评议工作质量。This paper introduces the exploration and practice of Guangdong province in the audit and evaluation of R&D plan declaration guidelines in key areas, including the basis, principles, main contents and procedures of the audit and evaluation of declaration guidelines. Up to now, the review and appraisal of 11 major and 18 key special declaration guidelines have been completed in Guangdong, which play a very good role in fi nding the problems in the declaration guidelines in time and improving the normative, scientifi c and credibility of the declaration guidelines. However, it is still a new thing to carry out the examination and evaluation of declaration guidelines, there is no mature experience for reference, and there are still many shortcomings. Suggestions are made to summarize the experience of the review and evaluation of the declaration guide in time, to further improve the quality of the review and evaluation of the declaration guide by reserving suffi cient time for the review and evaluation of the declaration guide and establishing the database of the declaration guide.
