2012-2016年四川省妇幼保健卫生资源配置公平性与利用效率分析

摘　　要：目的:分析四川省2012-2016年妇幼保健卫生资源配置的公平性与利用效率,为优化全省妇幼保健卫生资源的配置,提高资源利用效率提供参考。方法:利用基尼系数分析四川省各市(州)妇幼保健卫生资源配置的公平性;运用数据包络分析法对各市(州)妇幼保健卫生资源利用效率进行横向评价。结果:四川省按人口配置的妇幼保健卫生资源公平性优于按地理配置的公平性;2016年四川省妇幼保健卫生资源配置的平均综合效率值为0.800,DEA有效市为7个(33.33%),规模报酬递减的市(州)为11个(62.38%),规模报酬递增的市(州)为3个(14.29%)。结论:要重视区域卫生规划的制定与落实,缩小妇幼保健卫生资源配置的地区间差异;结合地区妇幼卫生发展现况及预期,合理配置妇幼保健卫生资源;加强妇幼保健人才队伍建设,提升妇幼保健服务水平,提高配置效率。Objective:Through the evaluation of the equity and efficiency of Maternal and Child health care resources allocation in Sichuan Province between 2013-2016,this paper was designed to offer a reference to explore measures and approaches to optimize health resources allocation and improve the equity and efficiency.Methods:The Gini coefficient was used to analyze the equity of health resources allocation and the DEA method was used to study the efficiency of health resources allocation.Results:The maternal and child health care resources allocation based on the population was superior to which based on the geographical scale.The average overall efficiency value of Maternal and Child health care resources allocation in Sichuan Province in 2016 was 0.800,7 effective cities(33.33%)with DEA,11 cities(prefectures)with diminishing returns to scale(62.38%),and 3 cities(prefectures)with increasing returns to scale(14.29%).Conclusion:The Government should put a high premium on formulation and implementation of regional health planning and track regional inequality;rationalize the allocation of Maternal and Child health care resources accord to the present situation and expectation,avoid excessive expansion or insufficient configuration;strengthen the construction of maternal and child health personnel and enhance the quality of the Maternal and Child health care service;improve the efficiency of Maternal and Child health care resources allocation.
